is it that the two pieces of rolling stock in the background are out of region/era? The coach looks quite old (from the letters I can make out it night be London North Western Railway) and maybe the other thing (which I'm guessing is GWR with the W obscured by the funnel) is far from the GW?
If not, then an alternative guess is a non-prototypical loco number.
The route is a fictitious Ex LNWR line, (now a preserved line) so the stock in the background is fine. The "errors" are loco specific. You are extremely close with the number guess. ;)

Time for a little game. Can anybody spot what two things are wrong with this image?

After some Googling of the number, I found that the locomotive is one that existed and had that number, so I was also going to assume the stock or location was wrong.
However, some closer looking and I found the note "BR No. allocated but never applied" and a withdrawal date of 02/10/1948, the same year BR came into being. Presumably the errors are that it should be in a filthy LMS livery with the number "27681", not freshly painted into BR Black with its new number?

*DING DING DING* We have a winner!!! The other error is it's missing the Edge Hill (8A) Shed code on the smoke box due to limitations of the model.
